پیش از آنان [نیز ساکنان هر] شهری که نابودش میکردیم [به آیات و معجزاتِ ما] ایمان نیاورده بودند. پس آیا [اینها] ایمان میآورند؟

Then in اَفَھُم یؤمِنُونَ (Will they believe?) there is a hint that there was no likelihood of these people accepting the true faith even after seeing the miracles of their choice. Hence they were not shown the desired miracle.
