Al-Isra 17:94 وما منع الناس ان يومنوا اذ جاءهم الهدى الا ان قالوا ابعث الله بشرا رسولا ٩٤

ٱلنَّاسَ
أَن
يُؤۡمِنُوٓاْ
إِذۡ
جَآءَهُمُ
ٱلۡهُدَىٰٓ
إِلَّآ
أَن
قَالُوٓاْ
أَبَعَثَ
ٱللَّهُ
بَشَرٗا
رَّسُولٗا
٩٤
Kendilerine doğru yolu gösteren peygamber gelince, insanların iman etmelerine engel olan sebep sadece: "Allah bir insanı mı Peygamber gönderdi?" demeleridir.

The refusal of the Idolators to believe because the Messenger was a Human -- and its refutation
وَمَا مَنَعَ النَّاسَ
(And nothing prevented men) means, most of them,
أَن يُؤْمِنُواْ
(from believing) and following the Messengers, except the fact that they found it strange that human beings would be sent
