These two readings describe the state of the idolaters, or more specifically the common people among them. They are led astray by their leaders, or by the devil, or this (particularly the first reading with passive form IV verb) may describe the divine decree against them.

In this reading, the subject of the verb is either Almighty God (so the relative phrase is the object of the verb), or the subject is the (leading) unbelievers and the object is implied.

إِنَّمَا ٱلنَّسِىٓءُ زِيَادَةٌ فِى ٱلْكُفْرِ ۖ يُضَلُّ بِهِ ٱلَّذِينَ كَفَرُوا۟ يُحِلُّونَهُۥ عَامًا وَيُحَرِّمُونَهُۥ عَامًا لِّيُوَاطِـُٔوا۟ عِدَّةَ مَا حَرَّمَ ٱللَّهُ فَيُحِلُّوا۟ مَا حَرَّمَ ٱللَّهُ ۚ زُيِّنَ لَهُمْ سُوٓءُ أَعْمَـٰلِهِمْ ۗ وَٱللَّهُ لَا يَهْدِى ٱلْقَوْمَ ٱلْكَـٰفِرِينَ
