אמרו: “עכב אותו ואת אחיו (אהרון), ושלח שליחים בכל הערים מקבצים,

Ibn Kathir (Abridged)
أَرْجِهْ
("Put him off"), means, "delay him (for a time)."
وَأَرْسِلْ فِى الْمَدَآئِنِ
("and send to the cities"), areas and provinces of your kingdom -- O Fir`awn,
