Al-Isra 17:94 وما منع الناس ان يومنوا اذ جاءهم الهدى الا ان قالوا ابعث الله بشرا رسولا ٩٤
وَمَا
مَنَعَ
ٱلنَّاسَ
أَن
يُؤۡمِنُوٓاْ
إِذۡ
جَآءَهُمُ
ٱلۡهُدَىٰٓ
إِلَّآ
أَن
قَالُوٓاْ
أَبَعَثَ
ٱللَّهُ
بَشَرٗا
رَّسُولٗا
٩٤
（不信仰な）人々が、自分たちのもとに導きが到来した時に（アッラー*とその使徒*を）信仰するのを阻んだのは、「アッラー*が人間の使徒*を遣わされただと？」と、彼らが言ったこと[1]に外ならなかった。 1

The refusal of the Idolators to believe because the Messenger was a Human -- and its refutation
وَمَا مَنَعَ النَّاسَ
(And nothing prevented men) means, most of them,
أَن يُؤْمِنُواْ
(from believing) and following the Messengers, except the fact that they found it strange that human beings would be sent
