Al-Isra 17:95 قل لو كان في الارض ملايكة يمشون مطمينين لنزلنا عليهم من السماء ملكا رسولا ٩٥
قُل
لَّوۡ
كَانَ
فِي
ٱلۡأَرۡضِ
مَلَٰٓئِكَةٞ
يَمۡشُونَ
مُطۡمَئِنِّينَ
لَنَزَّلۡنَا
عَلَيۡهِم
مِّنَ
ٱلسَّمَآءِ
مَلَكٗا
رَّسُولٗا
٩٥
Säg: "Om änglarna hade vandrat omkring lugnt och stilla på jorden skulle Vi helt säkert ha låtit en ängel från himlen komma till dem som Vårt sändebud."

The refusal of the Idolators to believe because the Messenger was a Human -- and its refutation
وَمَا مَنَعَ النَّاسَ
(And nothing prevented men) means, most of them,
أَن يُؤْمِنُواْ
(from believing) and following the Messengers, except the fact that they found it strange that human beings would be sent
