An-Nahl 16:2 ينزل الملايكة بالروح من امره على من يشاء من عباده ان انذروا انه لا الاه الا انا فاتقون ٢
يُنَزِّلُ
ٱلۡمَلَٰٓئِكَةَ
بِٱلرُّوحِ
مِنۡ
أَمۡرِهِۦ
عَلَىٰ
مَن
يَشَآءُ
مِنۡ
عِبَادِهِۦٓ
أَنۡ
أَنذِرُوٓاْ
أَنَّهُۥ
لَآ
إِلَٰهَ
إِلَّآ
أَنَا۠
فَٱتَّقُونِ
٢
かれは、その僕たちの内からお望みになる者（使徒*たち）に、かれのご命令によって、魂（啓示）[1]と共に天使*たちを下される。（こう）警告せよ、と。「本当にわれの外に、（真に）崇拝*すべきものなど、何一つない。ならば、われを畏れる*のだ」。 1

Ibn Kathir (Abridged)
Allah sends Whomever He wills with the Message of Tawhid
يُنَزِّلُ الْمَلَـئِكَةَ بِالْرُّوحِ
(He sends down the angels with the Ruh) refers to the revelation. This is like the Ayat:
وَكَذَلِكَ أَوْحَيْنَآ إِلَيْكَ رُوحاً مِّنْ أَمْرِنَا مَا كُنتَ تَدْرِى مَا الْكِتَـبُ وَلاَ الإِيمَـنُ وَلَـكِن جَعَل
