An-Nahl 16:93 ولو شاء الله لجعلكم امة واحدة ولاكن يضل من يشاء ويهدي من يشاء ولتسالن عما كنتم تعملون ٩٣
وَلَوۡ
شَآءَ
ٱللَّهُ
لَجَعَلَكُمۡ
أُمَّةٗ
وَٰحِدَةٗ
وَلَٰكِن
يُضِلُّ
مَن
يَشَآءُ
وَيَهۡدِي
مَن
يَشَآءُۚ
وَلَتُسۡـَٔلُنَّ
عَمَّا
كُنتُمۡ
تَعۡمَلُونَ
٩٣
Und hätte Allah es gewollt, hätte Er euch sicherlich zu einer einzigen Gemeinde gemacht; jedoch Er läßt irregehen, wen Er will, und führt richtig, wen Er will, und ihr werdet gewiß zur Rechenschaft gezogen werden für das, was ihr getan habt.

Ibn Kathir (Abridged)
If Allah had willed, He would have made all of Humanity one Nation
Allah says:
وَلَوْ شَآءَ اللَّهُ لَجَعَلَكُمْ
(And had Allah willed, He would have made you) meaning - O mankind,
أُمَّةً وَحِدَةً
((all) one nation,) This is like the Ayah:
وَلَوْ شَآءَ رَبُّكَ لآمَنَ مَن فِى الاٌّرْضِ كُلُّهُمْ جَمِيع
