Ar-Rum 30:27 وهو الذي يبدا الخلق ثم يعيده وهو اهون عليه وله المثل الاعلى في السماوات والارض وهو العزيز الحكيم ٢٧
وَهُوَ
ٱلَّذِي
يَبۡدَؤُاْ
ٱلۡخَلۡقَ
ثُمَّ
يُعِيدُهُۥ
وَهُوَ
أَهۡوَنُ
عَلَيۡهِۚ
وَلَهُ
ٱلۡمَثَلُ
ٱلۡأَعۡلَىٰ
فِي
ٱلسَّمَٰوَٰتِ
وَٱلۡأَرۡضِۚ
وَهُوَ
ٱلۡعَزِيزُ
ٱلۡحَكِيمُ
٢٧
Und Er ist es, Der die Schöpfung hervorbringt, dann wiederholt Er sie, und dies fällt Ihm noch leichter. Und Er Selbst stellt das schönste Gleichnis in den Himmeln und auf Erden dar; und Er ist der Allmächtige, der Allweise.

Ibn Kathir (Abridged)
وَلَهُ مَن فِى السَّمَـوَتِ وَالاٌّرْضِ
(To Him belongs whatever is in the heavens and the earth.) means, He owns it and it is enslaved to Him.
كُلٌّ لَّهُ قَـنِتُونَ
(All are obedient to Him.) they are humble before Him and submit to Him, whether willingly or unwillingly.
Repeating the Creation is easi
…وَلَهُ مَن فِى السَّمَـوَتِ وَالاٌّرْضِ
(To Him belongs whatever is in the heavens and the earth.) means, He owns it and it is enslaved to Him.
