Al-Qasas 28:59 وما كان ربك مهلك القرى حتى يبعث في امها رسولا يتلو عليهم اياتنا وما كنا مهلكي القرى الا واهلها ظالمون ٥٩
وَمَا
كَانَ
رَبُّكَ
مُهۡلِكَ
ٱلۡقُرَىٰ
حَتَّىٰ
يَبۡعَثَ
فِيٓ
أُمِّهَا
رَسُولٗا
يَتۡلُواْ
عَلَيۡهِمۡ
ءَايَٰتِنَاۚ
وَمَا
كُنَّا
مُهۡلِكِي
ٱلۡقُرَىٰٓ
إِلَّا
وَأَهۡلُهَا
ظَٰلِمُونَ
٥٩
É inconcebível que teu Senhor tivesse destruído cidades, se antes enviar os seus habitantes um mensageiro que lhesrecitasse os Nossos versículos. Tampouco aniquilamos cidade alguma, a menos que os seus moradores fosse iníquos.

Referring to the people of Makkah, Allah says:
وَكَمْ أَهْلَكْنَا مِن قَرْيَةٍ بَطِرَتْ مَعِيشَتَهَا
(And how many a town have We destroyed, which was thankless for its means of livelihood!) They were arrogant
